                Monday, March 18, 2013 Regular Session:

Motion made by Selectman Cahalane to approve the Regular Session minutes of Monday, March 18, 2013 as presented.
Motion seconded by Selectman Sherman.

APPOINTMENTS & HEARINGS:

Public Comment:

With regards to the May Town Meeting warrant, Marcia MacInnis inquired as to why the Selectmen voted to take no position on Petition Article #25.  The article shows support for the safety of Mashpee residents in the event of a major radiological accident from the Pilgrim Nuclear Power Plant in Plymouth.  If the safety is not achieved, the article requests to shut down the Plymouth Nuclear Power Station.

APPOINTMENTS & HEARINGS:

Treasurer Craig Mayen – Vote to Extend Borrowing Authorization:

Craig Mayen, the Town’s Treasurer/Tax Collector was before the Board to request the Selectmen authorize the Fire Department Pumper Truck to be bonded for up to ten years to allow flexibility to borrow for its five-year term.  It was noted the Treasurer intends to bond the pumper truck with authorized road projects and other outstanding BANS in September 2013.

Upon discussion, the Town Manager recommended approval of the following motion;

Motion made by Selectman Taylor to vote that the maximum useful life of the departmental equipment to be financed with the proceeds of the $500,000 Departmental Equipment (Pumper Truck) Bonds authorized by a vote of the Town passed on May 7, 2012 (Article 4) is hereby determined pursuant to G.L. Chapter 44, Section 7 (9) to be 10 years.
Motion seconded by Selectman O’Hara.

                Proclamation – Cape & Vineyard Electric Cooperative (CVEC):

The Board of Selectmen reviewed the Proclamation voted by the Provincetown Board of Selectmen in support of the efforts of the Cape & Vineyard Electric Cooperative, CVEC on their coordination, finance and establishment of renewable energy projects on Cape Cod.

COMMUNICATIONS & CORRESPONDENCE:

Proclamation – Comcast Cares Day 2013:

On Saturday, April 27, 2013 the annual Cape Cod Comcast Cares Day project will be held at the Veterans Outreach Grace Center, 33 Sea Nest Drive, Mashpee.  Over 100 employees, family members and friends are expected to clean, landscape and paint the exterior of the center.  

A Proclamation was attached to the informational handout on the event planned to begin at 8:30 a.m.  The Proclamation declares April 27, 2013 as Comcast Cares Day.

To assist in the event, the Town of Mashpee will be providing satellite parking and transportation to assist with the endeavor and to minimize the impact to the area residents as parking is limited at the site location.

APPOINTMENTS & HEARINGS:

Request from Life, Inc. – Lovin’ LIFE Road Race – May 5, 2013:

A Special Events application was received from Ian Saarmann dated March 20, 2013 requesting to hold the annual Lovin’ LIFE 5k Run/Walk on Sunday, May 5, 2013 from 9:00 a.m. to 12:00 p.m.  The race/walk will benefit the LIFE organizations participation in the Special Olympics.  The event is open to all.

It was noted the applicable regulatory agencies of the Town of Mashpee have signed off on the license application.

Motion made by Selectman Cahalane to endorse the Lovin’ LIFE Road Race on May 5, 2013 as presented.

OLD BUSINESS:

Review Policy No. 061 – Reorganization of Boards & Committees:

The Board of Selectmen reviewed Policy No. 061, the Annual Re-Organization of Elected and Appointed Boards and Committees and determined the policy would be withdrawn as there is little interest in changing membership.

The Board of Selectmen indicated they are confident that an active committee should take advantage of the benefits of reorganization.  However, a board or committee should have a choice in this matter.

Motion made by Selectman Taylor to rescind Policy No. 061.
Motion seconded by Selectman Cahalane.
VOTE:  Unanimous.  5-0.

Recommendation for Appointment – Special Events Committee:

Correspondence was received from Gus Frederick, Recreation Director dated March 22, 2013 recommending the appointment of Amy Davies to the Special Events Committee (SEC).  At their last meeting, the SEC recommended unanimously in favor of her appointment.  Attached to the memorandum was a letter of interest from Ms. Davies seeking approval to serve on the committee.  Ms. Davies is the Executive Director of Mashpee TV.

Motion made by Selectman Taylor to appoint Amy Davies to the Special Events Committee.
Motion seconded by Selectman Sherman.

Recommendation for Appointment – Cable & Advanced Technology Advisory Board:

A letter of interest was received from Dan Riley to serve as a member of the Mashpee Cable and Advanced Technology Advisory Board (MCAT).    Mr. Riley has an impressive resume with experience in video and audio production.
It is the unanimous recommendation of the MCAT Board to appoint Mr. Riley to the position.

Motion made by Selectman Taylor to appoint Dan Riley to the Mashpee Cable & Advanced Technology Advisory Board.
Motion seconded by Selectman Sherman.
VOTE:  Unanimous.  5-0.

Recommendation for Re-Appointment – Board of Registrars:

The term of James Vaccaro, a member of the Board of Registrars expired on March 31, 2013.  Mr. Vaccaro represents the Republican voters of the Town of Mashpee and has indicated the desire to be reappointed for an additional three-year term.

Motion made by Selectman Taylor to re-appoint James Vaccaro to the Board of Registrars.

NEW BUSINESS:

Recommendation for Appointment – Representative to Human Rights Commission:

A letter of interest was received from Gail Wilson, Director of Mashpee Human Services dated March 26, 2013 to serve on the Barnstable County Human Rights Committee (BC HRC).  Town representation is an important part of the BC HRC established in 2005 to promote equal opportunity for all persons and all populations in Barnstable County.

Motion made by Selectman Cahalane to appoint Gail Wilson as Mashpee’s representative to the Barnstable County Human Rights Commission.
Motion seconded by Selectman Taylor.
VOTE:  Unanimous.  5-0.

Position Vacancy Request – Heavy Equipment Operator:

A Position Vacancy Request was before the Board for the position of DPW Heavy Equipment Operator.  The date of the vacancy is March 11, 2013 at Step 1 of the intended pay scale.

Motion made by Selectman Taylor to advertise the Position Vacancy of Heavy Equipment Operator.

Proclamation – Childhood Cancer Awareness Week:

Selectman Richardson read aloud a Proclamation relative to the American Cancer Fund for Children, Inc. and Kids Cancer Connection, Inc. urging residents to support Childhood Cancer Awareness Week.

Motion made by Selectman Taylor to proclaim the week of April 21, 2013 as Childhood Cancer Awareness Week.
Motion seconded by Selectman Cahalane.

Veterans Outreach Grace Center – Waiver of Permit Fees:

Correspondence was received from Merrill Blum, Executive Director of the Veterans Outreach Grace Center relative to the renovation process.  It was noted the center suffered significant damage due to a malfunctioning boiler.  Mr. Blum requested the Selectmen waive the permit fees associated to the renovation.  The permit fee is anticipated to cost $100.

Motion made by Selectman O’Hara to waive Town permit fees associated to the renovation of the Veterans Outreach Grace Center.
Motion seconded by Selectman Taylor.

APPOINTMENTS & HEARINGS:

Request from Donavan Marine – Youth Rowing Regatta – May 4 & 5, 2013:

A Special Events application was before the Board for the annual Cape Cod Youth Rowing Regatta to be held on May 4th and 5th at the John’s Pond Town Beach.  The event is scheduled on Sunday from 7:00 a.m. to 5:00 p.m. with set up on Saturday, May 4th from 12:00 noon until 5:00 p.m.  All applicable regulatory agencies have signed off on the application.

Motion made by Selectman O’Hara to approve the annual Cape Cod Youth Rowing Regatta as referenced.
Motion seconded by Selectman Sherman.

Cape Cod Art Bar – Request for BYOB:

It was announced the Three Fish & A Ram Art Center d/b/a the Cape Cod Art Bar is seeking to operate a BYOB establishment, having beer and wine only.  Alexandria Tyber and Jesse Tyber White life-long Mashpee residents were in attendance to request approval from the Board of Selectmen to allow the form of integration or art work and socialization as a method of entertainment and attraction during their paint parties.

Currently, the Town of Mashpee does not have an established bylaw with respect to this regard.  Therefore, the Town of Mashpee does not assume any liability, and permission is not required.

LIAISON REPORTS:

Special Events:  On Saturday, Mashpee will honor the five fallen soldiers who died in the wars of Afghanistan and Iraq at the Veterans Memorial Garden.  The ceremony and dedication of the plaques will be held at 10:00 a.m.  

Habitat for Humanity Home Dedication:  Selectman Richardson and Selectmen Sherman attended the recent Habitat for Humanity Home Dedication at 24 Russell Road.  Community Preservation Act funding assisted in the affordable home construction.

Spring Fashion Show:   A spring fashion show with pre-school models was held at the Mashpee High School in support of the Kids Klub.  

Easter Egg Hunt:  Mashpee’s annual Easter Egg Hunt was held at the Community Park this year.  Approximately 250 children attended the Town sponsored event.

Town Meeting Warrant:  This year, Selectman Richardson and Selectmen Sherman read the May Town Meeting warrant into the Audible Ledger.

Schools:  Recently, the Town Manager and Board of Selectmen and School Committee Chairmen met with Dr. Steven Hiersche, the newly appointed School Superintendent to get acquainted and discuss upcoming challenges in the Town of Mashpee.  Dr. Hiersche will assume the position on July 1st.

Mashpee Cares:  It was noted that Mashpee Cares will be partnering with the Town of Falmouth on issues such as bullying, alcohol, drugs and coping.  A grant was received from the Kelly Foundation to assist in the partnership of the neighboring towns.  It was noted the Cape Cod Times has presented several articles of interest pertaining to local drug and alcohol abuse.

Kiwanis Clean-up:  This Saturday, the Mashpee Kiwanis Club is sponsoring a clean-up at John’s Pond.

Gun Return Program:  The Mashpee Police Department is holding a Firearms Turn-in on Saturday from 1:00 p.m. to 4:00 p.m.  Guns and ammunition can be dropped off at the Police Department located at Frank Hicks Drive or picked up by certified personnel.

LIAISON REPORTS:

South Cape Beach Update:  Selectman Richardson and Selectman Taylor met with Representative Vieira and State officials from the Department of Environmental Protection to review possible solutions to the eroded parking lot on the town-owned portion of South Cape Beach.  It was recommended the town consider using a permeable concrete mat which would allow the sand to shift underneath.  The Town of Chatham is using this type of technology for their beach parking lot.  It was also determined the parking lot could be extended back 10’ to recoup was has been lost during beach erosion.

Senior Projects:  Selectmen members were invited to evaluate the Mashpee High School Senior Projects.  The projects will be available for review beginning on May 5th.
